    وأقر المؤتمر المعايير والإجراءات والآليات الخاصة بتصنيف الجامعات في منطقة منظمة المؤتمر الإسلامي، وأسس اختيار عشرين جامعة لترقيتها إلى مرتبة أفضل خمسمائة جامعة في العالم، وطلب من الدول الأعضاء في منظمة المؤتمر الإسلامي اتخاذ الإجراءات التنظيمية اللازمة في إطار سياساتها الوطنية لتحسين وإصلاح مؤسساتها التعليمية على كل المستويات، بالإضافة إلى ربط الدراسات العليا بخطط التنمية الشاملة للعالم الإسلامي، وإعطاء أولوية للعلوم والتكنولوجيا وتيسير التفاعل الأكاديمي وتبادل المعلومات بين المؤسسات الأكاديمية في الدول الأعضاء، والاجتهاد من أجل النهوض بجودة التعليم، بما يدعم القدرة على الإبداع والتجديد، والبحث والتنمية لعلاج الثغرة التي تم تحديدها في التعليم العالي، بغرض تحقيق الجودة الوطنية في التعليم العالي والحفاظ عليها.
